Early settlers recognized that Sam's Creek, a tributary of Little Pipe Creek, was a desirable location mainly because the abundance of timber to build structures and water that could be used to power grist mills. The village of Sam's Creek was a thriving enough to have warranted a post office, general store and the multiple mills that supported the villagers. It was in 1833 William Cost Johnson sponsored a bill, which by vast majority, passed through both branches of the Legislature, creating Carroll County, and it's Westernmost boundary, Sam's Creek. Major General John Sedgwick led his procession of 18,000 men through this area on his march to Gettysburg.
